Franklin County Recent Arrest Sources
The Franklin County Sheriff's Office comes first. Its site posts an inmate search built around a last name. That link points to a separate IP service. The service sometimes does not answer. The sheriff still controls it. Treat it as the official route. Its exact fields, photo display, and refresh habits are another matter. An official link can go dark for a while. Resist the urge to swap in stale names. Another county or a commercial archive is not the same thing.
Franklin County publishes no stand-alone 24-hour feed or county-hosted blotter on its accessible pages. For same-day answers, the lookup and a phone call carry the load. Wider context comes from dated local reports or a formal records request. The 24 Hour Arrests page handles the immediate check. The Arrest Log page separates news roundups from an official jail ledger.
| Window | Best route | Purpose |
|---|---|---|
| Fresh booking | Sheriff lookup, then jail phone | Possible current county custody |
| Custody change | Tennessee SAVIN/VINELink | Release or transfer alerts |
| Several days | Local dated reports | Secondary summaries, not a full log |
| Older record | Written sheriff request | Existing booking records or photos |
A booking marks custody, not the end of a case. The court file carries what happens next.
Search the Franklin County Jail Roster
The sheriff posts an official last-name lookup on its home page. It goes down at times. Begin there so the link you click is the current one. Once it loads, type the last name exactly. Match the full name, arresting agency, and booking date before trusting a hit. Tullahoma arrests sometimes land in Coffee County instead. And two people can share one name easily.
| Field | Use |
|---|---|
| Full name | Checks spelling and same-name matches |
| Arrest or booking time | Separates the event from an article date |
| Arresting agency | Identifies who holds the incident report |
| Charge as booked | Shows the initial charge, not the outcome |
| Bond | Shows a condition that may change |
| Booking number and status | Helps distinguish people and custody |
| Photo | May not display under current policy |
When the lookup fails, open the sheriff site again and retry its fresh link. The jail answers at 931-962-0123. Have the full name and a rough date ready. Then ask which agency made the booking and whether custody continues. VINELink offers alerts, or the booking record can be requested in writing.
The sheriff's corrections page lists the jail's location at 420 Wilton Circle in Winchester. It names Captain Scotty McKay as Jail Administrator. It describes jail operations rather than a public booking feed.

It does not establish a roster refresh rate, web-retention period, or public-photo rule.
Why Franklin Arrest Listings Disappear
A web roster and a government record live on different clocks. The CTAS sheriff schedule keeps inmate census and booking logs for five years. Inmate registers are permanent. Identification files, photos included, stay on file until death or a reasonable presumption of death. Those categories apply statewide, though, and do not confirm how Franklin County formats or posts anything online.
So a name drops off the roster. What should you ask next? Whether a booking log, arrest index, jail register, or identification file still exists. Quick release, a transfer, sealing, expungement, juvenile rules, or a short display window can all hide a result. An empty roster is not proof that no arrest occurred, and an old article cannot prove current custody either.
Where Franklin County Arrests Appear
Go official before anything else. The sheriff handles county bookings, the clerk tracks court activity, and the Tennessee Department of Correction holds state felony custody. Federal cases sit in separate systems entirely.
| Channel | Status | Scope |
|---|---|---|
| Sheriff lookup | Officially linked | Last-name custody search; details unverified |
| VINELink | Official partner | Custody status and alerts, not a photo archive |
| Court clerk | Official | Dockets and later case activity |
| TDOC FOIL | Official | State status and photo when available |
| Local news | Secondary | Dated summaries or grouped reports |
| Commercial pages | Unofficial | May be stale, incomplete, or unavailable |
931Go runs recurring jail summaries. Quad Cities Daily groups reports by date range, sometimes with photos. The Herald-Chronicle posts periodic intake-based lists. Story dates can lag the actual arrest. Commercial sites are weaker: Busted Newspaper runs stale, RecentlyBooked lost its Franklin route, Mugshots.com behaves inconsistently, and Arrests.org blocks access. None counts as an official feed.
Franklin County Arrest Alerts
The clerk's SAVIN page points to VINELink or 1-888-868-4631 for tracking county-jail custody, with alerts by phone, text, email, app, and TTY. Phone registration uses a four-digit PIN. Missed calls keep coming until the PIN confirms receipt. The Tennessee VINE page lays out that PIN framework. VINE is a change-notification system, not a case history.

Guard the PIN. Confirm urgent questions with the jail directly. The sheriff also links MobilePatrol as an optional alert channel, though not every booking shows up there. Follow the VINELink Check instructions.
Recent Arrests by Franklin City
Tullahoma Recent Arrests need a county check, since the city straddles Franklin and Coffee counties. Winchester Recent Arrests can touch police, sheriff, jail, and clerk records. Decherd Recent Arrests begin with city police. County systems come in only after a county booking.
Some cases skip the county jail entirely. A citation, summons, scene release, juvenile case, or transfer may never generate a county jail entry. Start with the arresting agency, then confirm the jail that received the person. Population rank orders these pages, not arrest volume.
What Franklin Arrest Records Show
Jail intake creates the booking record. That record differs from a police report, warrant, court case, judgment, or prison file. Tennessee guidance lists possible fields: name, alias, address, age, arrest time and place, charge, warrant number, court, arresting officer, vehicle, and remarks. Franklin's public screen may show fewer.
- Booking
- Jail intake after an agency delivers a person.
- Bond
- A release condition, not a sentence.
- Arraignment
- An early court appearance.
- Disposition
- The later court result.
- Expungement
- A court process that may remove eligible records.
A report of a Franklin County arrest may list only a name, intake range, charge, and bail. Courts can change a charge later. Keep the date and wording exactly as the source gave them, and never merge two records on a name, age, or photo alone.
Franklin County Mugshots and Arrest Photos
The sheriff publishes no page saying every booked person is photographed, every image is posted, or how long a photo stays public. The county lookup may show booking photos. No guarantee comes with either.
For a specific booking photo, ask the sheriff for the booking record and its attached image. TDOC FOIL enters the picture only if the person later moved into state felony custody, and it may show a state offender photo. FOIL is not the county roster. Plenty of county bookings never become state-prison admissions.
Secondary sites often copy booking photos. Their pages can sit stale or miss the final outcome. Start with official records, always.
Request a Franklin Arrest Record
The sheriff's office posts no online form for booking photos and no fixed fee schedule. Instead, send a Tennessee Public Records Act request to the sheriff at 494 George Fraley Parkway, Winchester, Tennessee 37398. Call 931-962-0123, or contact Public Relations Officer Samuel Davidson at samdavidson@sheriff.franklincotn.gov. Ask for a cost estimate before paying for copies.
The Comptroller's guidance cites T.C.A. §10-7-503(a)(2)(A). Access generally belongs to Tennessee citizens unless another law says otherwise. An office may ask for photo ID with an address. Inspection is free. Copies can carry reasonable costs. An office need not build a new record for you.
- Give the full name, narrow date range, and agency.
- Ask for the existing booking record and any photo.
- Request electronic delivery and a fee estimate.
- Ask for the legal basis for withheld portions.
- Use the clerk for the final disposition.
Expect redactions for juvenile data, victim identifiers, medical details, Social Security numbers, confidential sources, and protected investigations; the Comptroller's guidance lays out the framework those rules sit in.

It does not promise a special county response deadline.
Tennessee Arrest Photo Law
Tennessee's Public Records Act governs records that already exist. It does not force agencies to put every booking image online. The state has no enacted stand-alone anti-pay-to-remove mugshot law. HB1219 and SB1297 were proposals, not a guarantee of removal.
The Tennessee courts describe expungement paths. They include dismissal, nolle prosequi, or no true bill. A not-guilty verdict also qualifies. An arrest without any charge filed counts as well. Diversion and convictions follow different rules. Nothing happens automatically, and the process normally starts in the court of origin.
Corrections work in three layers. First secure the official order and fix the agency record. Second, use a publisher's free documentation process. Third, refresh a search result only after its source changed. Never pay an intermediary just because it claims payment is required. This maintenance policy documents one no-charge route.

Note: A publisher's update is not a court order and changes nothing in the government record.
Franklin Arrest Warrants and Wanted Lists
Franklin County offers no public warrant-name search, and the sheriff runs no most-wanted page. The administration page names Erin Holmes as Warrants Clerk/Sex Offender Registry and lists the main sheriff number. That is a contact route, not a database of active warrants.

A warrant can be served, recalled, quashed, or changed. Confirm its status through the sheriff, the clerk, or an attorney. Never approach a wanted person; call 911 in an emergency, and remember Winchester Crime Stoppers is a city tip line rather than a county wanted roster.
After a Franklin County Arrest
After a Franklin County arrest, the Circuit Court Clerk keeps the case file. General Sessions handles many misdemeanors and early felony matters. Circuit Court takes indicted felonies. Docket PDFs are calendars, not full histories, and they shift as court dates move.
TNCIS is a subscription service with nightly updates, but the clerk warns its data is not the official record. Get certified copies from the clerk. Booking charges can be amended, dismissed, diverted, tried, or resolved by plea.
Custody lookups split by system. TDOC FOIL covers state felony custody. The Bureau of Prisons locator handles federal inmates, ICE runs its own detainee locator, and Tennessee SAVIN has no federal coverage. One empty result does not answer every custody question.
Historic Franklin Arrest Archives
Old Franklin County arrest material lives in the Library History Center and with the Historical Society, which hold local files and newspaper microfilm. Archives can surface an old report but cannot confirm current custody or a final outcome. The Old Jail Museum is history, not a roster. Pair archive work with sheriff and court requests.
